In order to improve the effectiveness of state management over the management of investment in development of construction materials (construction materials) and quality control of construction materials produced, imported and circulated on the market, on 21/3, Owner Chairman of Thua Thien Hue Provincial People's Committee issued a guiding document (No. 2258 / UBND-XD) assigning Departments of Planning and Investment, Construction, Natural Resources and Environment, Industry and Trade, Finance, Transportation, Agriculture Agriculture and Rural Development; Provincial Tax Department, Market Management Department, Economic and Industrial Zone Management Boards, People's Committees of districts, towns and cities. Hue functions and tasks to perform some contents.

Regarding the management of investment activities for manufacturing construction materials:

Strictly implement the content of Decree No. 95/2019 / ND-CP dated December 16, 2019 amending and supplementing a number of articles of the Government's Decree No. 24a / 2016 / ND-CP of April 5, 2016, on construction materials management.

For investment projects on producing construction materials, mainly cement, paving materials (ceramic, granite, cotto, artificial paving stone, natural paving stone), sanitary porcelain, construction glass, lime, refractory materials, before approving the investment policy, it is necessary to carefully consider the investors' capacity, balance the supply and demand of assorted commodity products in the area and the region; at the same time, consult the Ministry of Construction and appraise the technology in accordance with the law on technology transfer.
 

For investment projects on the production of ordinary construction materials (baked clay bricks, unburnt construction materials, stones, construction sand, etc.), the following provisions of normative documents must be complied with. laws, executive documents of the Government and the Prime Minister such as Decision No. 567 / QD-TTg of April 28, 2010, approving the Program of developing unburnt construction materials till 2020; Directive No. 10 / CT-TTg of April 16, 2012 on increasing the use of unburnt construction materials and limiting the production and use of baked clay bricks, ... For new investment projects, investment Renovations need to choose advanced technology, modern equipment; low consumption of raw materials, fuels and energy, contributing to saving mineral resources and complying with the requirements of the law on environmental protection; For investment projects on the production of construction materials using domestic raw materials, it is necessary to link with the planning of material areas and ensure the ability to meet the raw material needs of each project.

Regarding quality management of construction materials:

Guiding enterprises to strictly implement Circular No. 19/2019 / TT-BXD dated December 31, 2019, promulgating the National Technical Regulation on construction materials products and goods to replace Circular No. 10/2017 / TT- MOC dated September 29, 2017 on the certification of conformity and announcement of conformity for construction materials goods takes effect from July 1, 2020.

Chairman of Provincial People's Committee assigned Department of Construction to coordinate with related agencies to develop plans, plans and strategies for developing construction materials; plan and organize the inspection and supervision of the quality management of construction materials products and goods at production, business establishments and construction materials goods circulated and used in the market.
